With Portsmouth City Manager Lydia Pettis Patton saying things like, “Some citizens have said to me, ‘We want Lime’. These scooters should have been on your streets this past summer — with regulations, yes. But don’t blame you ignoring your competitive environment on being cautious. Just another example of why City Governments should more often be run like a business.
